Our Essential Programs
Pipelines Are Practical.
Shouldn’t Liaison Be, Too?
The Smalley Foundation’s Practical Pipelines emergency official liaison program provides a unique framework that utilizes tailored content specific to each state and county, strategically designed to improve accessibility, user-friendliness, adaptability, interactive communications, relevance, educational results, long-term impact, and overall experience.
Reducing obstacles related to time and place allows every agency and responder the opportunity to engage in a manner and at a time that suits them best.
Participation and relationship are strategically strengthened by a team of coordinators that manage year-round outreach and support efforts. This includes facilitating personalized communications that encourage the use of each county’s tailored training, preplanning, and prevention resources as well as providing ongoing support and partaking in two-way communications that involve questions, material and visit requests, and expressed agency needs.
The program’s stakeholder management system (SMS) captures all relevant details and offers operators a real-time dashboard featuring heatmaps, engagement opportunities, and action items, among other valuable insights. This SMS has been referred to by industry as “superior” and that when it comes to evaluating year-over-year performance, it “does it for you”.
The program is continually developing to incorporate sequential levels of resources, such as brief refresher courses and hybrid tabletop exercises.

“I learned a lot about the history of pipeline systems and the types of hazards that it may bring and what to do in situations where something serious has happened. Being aware of pipeline systems not only in my area, but areas closest to us.”
“I have been a pipeline tech for one of the pipeline companies in our county for the past 10 years and a volunteer firefighter for 26 years. I greatly appreciate the training and public awareness material provided through the Smalley Foundation.”
