Having worked closely with emergency responders, high-consequence area schools, and operators throughout the nation for over 20 years, our foundation is dedicated to ongoing innovation, genuine engagement, and the advancement of pipeline safety.
The Need
After the incident involving Danielle Dawn Smalley in 1996, the National Transportation Safety Board (NTSB) pointed out that the existing pipeline safety regulations lacked clear and specific guidelines regarding the content, distribution, and assessment of public education programs run by pipeline operators.
This lack of defined standards significantly contributed to the failure to identify weaknesses in the operator’s public education efforts before the accident, ultimately endangering the public who were not adequately informed.
The NTSB also noted that they had been increasingly worried about these issues due to previous incidents that had resulted in major harm and loss. The NTSB urged the need for timely standardization and enhancements in hazardous liquids and natural gas pipelines awareness programs, emphasizing that these improvements are crucial for public safety.
